Emissions Testing Waivers

An emissions waiver allows registration even though your vehicle failed the emissions test.

Waiver Eligibility Requirements

  1. Failed the emissions test

  4. Next recommended repair exceeds cost threshold
  5. Have proper documentation

Waiver Cost Thresholds

  • 1996 and newer: $150 minimum spent, $750 maximum threshold
  • 1984-1995: $150 minimum spent, $500 maximum threshold

How to Apply for a Waiver

  1. Document all repairs (receipts from licensed facility)
  2. Get written estimate for next recommended repair
  3. Complete Form MV-45
  4. Submit to inspection station or PennDOT

Vehicle Exemptions from Emissions Testing

New Vehicle Exemption

Vehicles less than 5 years old (current year minus model year) are exempt.

Vehicle Type Exemptions

  • Motorcycles
  • Motor homes
  • Vehicles over 8,500 lbs gross weight
  • Most diesel vehicles
  • Farm vehicles
  • Electric vehicles
  • Classic/Antique vehicles (25+ years with special plates)

Geographic Exemption

Vehicles registered in any of the 42 non-emissions counties are completely exempt.

Illegal actions include falsifying receipts, registering at false addresses, or tampering with emissions equipment. Penalties include fines up to $1,000, registration suspension, and criminal charges.
