Which Counties Require Emissions Testing
Pennsylvania requires emissions testing in 25 counties, primarily in southeastern and south-central regions:
- Philadelphia Area: Bucks, Chester, Delaware, Montgomery, Philadelphia
- Pittsburgh Area: Allegheny, Beaver, Washington, Westmoreland

Vehicle Exemptions
Even in emissions counties, certain vehicles are exempt:
- Vehicles from the current model year plus five most recent model years
- Vehicles 25 years old or older
- Diesel vehicles over 8,500 lbs
- Motorcycles and electric vehicles
